The by-election was necessitated following the death of former Councillor Elias Marthinu of the Swapo Party on 21 October last year. In the 2020 regional elections, the late Marthinu won the seat with 1,268 votes, defeating Independent Patriots for Change (IPC) candidate Heita Pineas, who secured 95 votes.
The ECN confirmed that the election process was conducted smoothly, with no major incidents reported. Moses Khumub is now set to continue Swapo's leadership in the Guinas Constituency, building on the foundation laid by his predecessor.
