Justice and Labour Relations Minister Fillemon Wise Immanuel has sounded the alarm over questionable practices in the Government Redress Programme for fishermen.
In a letter dated 15 September 2025 and addressed to Fisheries Minister Inge Zaamwani, Immanuel expressed concern that some fishing companies are allegedly paying workers who are not actually employed. He said this creates the impression that the fishermen are active, when in fact they are not.
Immanuel cautioned that such actions violate labour laws and could amount to fraud. He urged the fisheries ministry to investigate the matter thoroughly and remind companies that these payments are unlawful and corrupt.
“The government will not tolerate such deceptive practices. Action will be taken if this continues,” Immanuel warned.
The Government Redress Programme was set up to provide employment relief to fishermen affected by past labour disputes in the industry. However, these allegations raise questions about accountability and oversight in the sector.
