
The City of Windhoek has endorsed a proposal by the Namibia Football Association (NFA) to upgrade the Sam Nujoma Stadium to meet international standards set by the Confederation of African Football (CAF) and FIFA.
The stadium was banned in 2021 from hosting international matches after failing to meet the required standards. To address this, the City approved a 50/50 cost-sharing agreement for structural upgrades estimated at N$19.9 million, including VAT.
Although the NFA had initially requested that the facility be donated or leased to them, Council declined, stating that the stadium remains a key municipal asset. The City has already allocated its share of the funds, appointed a contractor, and handed over the site on 2 October 2025. The NFA has faced financial challenges, prompting the Ministry of Sport, Youth, and National Service to explore possible funding support.
Once completed, the upgraded stadium is expected to enable Namibia to host CAF and FIFA-sanctioned matches again, boost local economic activity, and reinforce Windhoek’s status as a major sports hub.
In a separate decision, the Municipal Council of Windhoek has approved the sale of Erf 340 in Katutura, measuring approximately 19,720 square meters—to the NFA for N$2.96 million. The land, located along Mahatma Gandhi Street, will be used for the continued development of the NFA Technical Centre into a modern sports facility.

The NFA, which currently leases the property, requested ownership to secure funding from FIFA for upgrading the facilities. Council, however, rejected the NFA’s request for a donation, emphasizing that selling rather than donating ensures fairness and protects municipal revenue.
The approved price is based on the official valuation and aligns with the City’s Institutional Land Policy, which permits the sale of institutional land at 50% of its market value. The decision supports the development of local sports infrastructure while maintaining transparency and sound land management practices.
Meanwhile, the City of Windhoek also announced its official recess and meeting schedule for the 2025/2026 term. Following the General Regional and Local Authority Elections on 26 November 2025, new councillors will be sworn in on 3 December, followed by the election of office bearers and an induction programme.
The Council will go on recess from 15 December 2025 to 16 January 2026. The first Management Committee meeting for the new year is scheduled for 20 January 2026.
