
A 28-year-old man from Otjomuise is under criminal investigation after allegedly encouraging a minor to smoke flavoured tobacco, sparking public concern over child protection and tobacco control.
Deputy Commissioner Kauna Shikwambi, national police spokesperson, confirmed the incident on Tuesday, stating it took place over the weekend at a residence in the 8ste Laan area of Otjomuise.
According to police reports, the suspect, identified as Doctor Mbeheva, is accused of unlawfully and deliberately exposing a child to a harmful substance. The incident is believed to have been recorded on a mobile phone by an individual at the scene, prompting swift police intervention.
“The suspect allegedly caused a minor to use a tobacco product or substance suspected to be harmful,” said Shikwambi, noting that the act contravenes both the Tobacco Products Control Act and the Child Care and Protection Act.
Law enforcement officers have since opened two separate dockets against Mbeheva. During the investigation, police seized a packet of suspected flavoured tobacco, about 5 grams of loose tobacco, and two mobile phones—one belonging to the suspect and another reportedly used to film the act.
Authorities say the matter is being treated seriously as it involves the health and well-being of a child. Further investigations are ongoing.
