
In a significant move aimed at strengthening public administration, Prime Minister Elijah Ngurare has endorsed the transfer and reassignment of several Executive Directors (EDs) within government ministries. The changes, based on recommendations from the Public Service Commission, are designed to streamline operations and improve service delivery.
According to an official statement issued by the Secretary to Cabinet, three Executive Directors have been transferred to new portfolios:
- Nghidinua Daniel transitions from the Ministry of Justice and Labour Relations to lead the Ministry of Home Affairs, Immigration, Safety and Security as Executive Director and Accounting Officer.
- Audrin Mathe, previously heading the Ministry of Information and Communication Technology, will now serve as Executive Director and Accounting Officer in the Ministry of Justice and Labour Relations.
- Ben Nangombe moves from the Ministry of Industries, Mines and Energy to the Office of the Prime Minister – Cabinet Secretariat, where he assumes the role of Executive Director without accounting responsibilities.
Further restructuring includes the reassignment of accounting roles within key ministries:
- Erastus Haitengela has been appointed Executive Director and Accounting Officer for Vote 40, covering education functions under the Ministry of Education, Innovation, Youth, Sports, Arts and Culture.
- Gerard Vries takes on responsibilities for Vote 27 (Sport, Youth and National Service) within the same ministry.
- Ndiyakupi Nghituwamata has been assigned as Executive Director and Accounting Officer for Vote 37 (Agriculture and Land Reform), under the Ministry of Agriculture, Fisheries, Water and Land Reform.
- Teofilus Nghitila assumes leadership of Vote 38 (Water and Marine Resources), also within the same ministry.
- Moses Pakote has been designated as Executive Director and Accounting Officer for the Ministry of Industries, Mines and Energy.
The reshuffle also comes as Etienne Maritz prepares for retirement from public service, effective 31 July 2025. His departure marks the end of a longstanding career in government leadership.
The Cabinet Secretariat confirmed that an Acting Executive Director will be appointed to oversee the Ministry of Information and Communication Technology in the interim.
These administrative changes signal the Prime Minister’s commitment to effective governance through strategic deployment of senior officials.
