Two Men Accused of Posing as Police Officers Face Fraud Charges

Kampasi Romanus and Lutangu John,

The fraud case involving two men accused of impersonating police officers in the Kavango West Region has been postponed to 23 October 2025 to allow for further police investigations.

The accused, Kampasi Romanus, also known as Given, and Lutangu John, widely known as Joe Mafela, made their first appearance in the Kahenge Periodical Court on Monday, where they were denied bail.

Romanus, a student at Welwitchia University Nkurenkuru Campus, was apprehended on 29 August 2025 during a sting operation in Shakdwelar location, Nkurenkuru Town. His co-accused, John, was arrested two days later on 31 August 2025 at Mile 30 in Ncamagoro.

The duo is facing two counts of fraud after allegedly posing as senior police officers—Chief Inspector Raimbert Muronga and Inspector Martin Ndumba from Rundu Police Station—to swindle unsuspecting members of the public.

According to Chief Inspector Muronga, the suspects primarily used mobile number +264 81 272 8438 to make fraudulent calls in which they solicited personal and financial information from victims. Police believe the impersonation had been ongoing for some time before the arrests.

Muronga cautioned the public against sharing sensitive information over the phone and urged any individuals who might have fallen victim to similar scams to report the matter to the Nkurenkuru Criminal Investigation Unit or the nearest police station.

The court will reconvene in October, when the case is expected to proceed further.
