Namibia’s Health Ministry Orders Uninterrupted Healthcare Services During Working Hours

The Ministry of Health and Social Services has issued a directive mandating uninterrupted healthcare service provision during official working hours at all public health facilities in Namibia. The directive, signed by the Minister of Health, Dr. Esperance Luvindao, was communicated to all Regional Health Directorates, Medical Superintendents, Primary Healthcare Supervisors, and Clinic Managers.

The circular, dated 28 April 2025, underscores the Ministry’s ongoing commitment to delivering world-class healthcare services without delays or disruptions — especially during official working hours. This directive comes in response to growing concerns about public health facilities suspending operations or closing temporarily during lunch breaks, which has often resulted in long waiting times and inconvenience for patients.

Key Provisions of the Directive

The Minister’s statement outlines three critical mandates for the immediate implementation across all healthcare facilities:

1. Rotational Lunch Breaks:
   All public health facilities are instructed to implement a rotational lunch schedule. This will enable staff to take their lunch breaks in shifts, ensuring that services continue seamlessly throughout the day. The Ministry emphasizes that no complete shutdown of services should occur during these hours.
2. Operational Staffing During All Hours:
   Facilities must ensure that a sufficient number of qualified healthcare professionals are on duty at all times, particularly during peak hours and lunch times. This is to guarantee that patients continue to receive care and attention without interruption or delays.
3. Accountability of Leadership:
   Facility heads and supervisors are held accountable for ensuring compliance with the directive. Non-compliance will be treated seriously and may be considered dereliction of duty, potentially resulting in administrative action.

Dr. Luvindao reiterated the importance of public trust in the health system, stating, “The public relies on the availability of healthcare services throughout the day. It is imperative that we uphold our mandate to serve with efficiency, compassion, and professionalism at all times.”

The Ministry noted that the directive is a proactive measure aimed at improving service delivery, reducing patient complaints, and building a more responsive public health system.

Healthcare facility heads have been urged to escalate any implementation challenges to their respective Regional Health Directors for immediate resolution. This structure aims to ensure a swift response to logistical issues while maintaining the standard of care expected by the public.

The move has been welcomed by civil society groups and patient advocacy organizations, who have long called for reforms to minimize service interruptions at public health facilities. “It’s encouraging to see the Ministry taking a firm stance on this issue. Patients should not suffer or wait for hours simply because staff went on lunch break”.
