Government Confirms Exact Constituency Sites for N$140 Million Sports Infrastructure Rollout in 14 regions

The Ministry of Education, Innovation, Youth, Sports, Arts and Culture has formally unveiled the full list of constituencies earmarked for the construction of 28 new sports facilities across Namibia, marking a decisive step in the implementation phase of the N$140 million national project.

In a statement issued on 27 February 2026, the Ministry confirmed that two sites have been identified in each of the country’s 14 regions, with N$10 million already deposited into every regional account to initiate construction.

The rollout will see facilities constructed in the following constituencies:

In the Zambezi Region, projects will be undertaken in Katima Rural (Bukalo) and Sibbinda (Sibbinda).

Erongo Region will see developments in Karibib (Usakos) and Daures (Uis).

Kavango East projects are planned for Mukwe (Divundu) and Rundu Rural (Mayana), while Kavango West will benefit from facilities in Musese (Haisira) and NcamaGoro (Ncamagoro).

In Ohangwena, construction will take place in Okongo (Okongo) and Endola (Ohaingu), and in Omusati the selected constituencies are Onesi (Onesi) and Otamanzi (Otamanzi).

Omaheke Region’s facilities will be built in Otjinene (Otjinene) and Otjombinde (Tallismanus).

Kunene’s identified sites are Kamanjab (Kamanjab) and Epupa (Okanguati).

In Oshana, Ongwediva (Onamutai) and Ondangwa Rural (Eheke) have been selected, while Oshikoto’s projects will be located in Okankolo (Onyuulaye) and Guinas (Tsumisabis).

Otjozondjupa will see construction in Otavi (Otavi) and Omatako (Okandjira).

Hardap Region’s projects are earmarked for Aranos (Aranos) and Rehoboth East (Rehoboth).

In //Kharas Region, Berseba (Tses) and Karasburg West (Karasburg) have been identified.

Khomas Region will host facilities in the John A. Pandeni Constituency at A. Shipena Secondary School and in the Moses //Garoeb Constituency at Havana Secondary School.

According to the Ministry, the funds allocated to each region have been placed in ring-fenced commercial bank accounts, with authorised regional signatories already registered to ensure financial accountability. Implementation authority has officially been transferred to the Offices of Regional Governors, who will oversee procurement and construction processes in accordance with the Public Procurement Act.

While regions will manage day-to-day implementation, the Ministry will retain national oversight and provide technical advisory support to ensure facilities meet standardised national specifications while accommodating local site conditions.

Ground-breaking ceremonies are expected to take place on 21 March 2026, symbolically marking the commencement of construction activities nationwide.

The project represents one of the most extensive constituency-level sports infrastructure investments in recent years, aimed at strengthening grassroots development and expanding access to sporting facilities, particularly in rural and underserved communities.
