
Prime Minister Dr. Tjitunga Elijah Ngurare has launched a nationwide initiative aimed at improving the welfare of vulnerable elderly citizens and war veterans, particularly those in rural areas.
Speaking in the National Assembly, Dr. Ngurare described the programme as a milestone in strengthening social protection and fostering intergenerational solidarity. The voluntary initiative will mobilise unemployed youth—especially trainees from government’s TVET programmes—to help repair and maintain homes for the elderly and veterans, using materials sourced from local entrepreneurs.
“This is an act of kindness and duty expected from the young,” Ngurare said, stressing that the initiative is designed to complement, not replace, family care. He noted that while many elders already receive family or institutional support, some in rural areas still struggle with access to water, sanitation, and food.
The Prime Minister highlighted ongoing community garden projects, such as those in Otjombinde in the Omaheke Region, where young people grow food to support local households. Similar projects are being promoted across the country to improve food security and empower youth.
Addressing the plight of war veterans, Ngurare called for greater respect and compassion toward those who fought for Namibia’s independence. “Our freedom was bought with their blood and sweat. It is our moral obligation to ensure they live with dignity,” he said.
The initiative will be supported through government’s Food for Work and Cash for Work schemes, allowing youth participants to earn an income while serving their communities. Ngurare also invited private partners, traditional leaders, and civil society to join the effort, underscoring that it is driven by humanity rather than politics.
“An elder is an elder, regardless of political affiliation,” he told Parliament. “This is about dignity, care, and respect for those who built our nation.”
Dr. Ngurare concluded by urging citizens to embrace the collective spirit of compassion and action: “The clock of humanity must be unleashed without delay.”
