Walvis Bay Council Considers Relocation of Mile 2 Substation for MR36 Upgrade
The Walvis Bay Municipal Council is considering a proposal to relocate the existing Mile 2 Substation to pave the way for the construction of the MR36 Dual Carriageway Project, a key infrastructure development aimed at improving traffic flow and connectivity in the harbour town.
The proposal, presented to the Council by the Management Committee, seeks approval for the relocation of the substation from its current location on Portion 14 (a Portion 1 of the Remainder of Farm 38) to a new site on Portion 3 (a Portion of the Remainder of Farm 38), Walvis Bay.
According to the committee’s report, the relocation is necessary because the existing substation falls within the approved road reserve for the MR36 Upgrade to Dual Carriageway Project.
Moving the electrical infrastructure will allow construction of the road to proceed without disrupting the area’s electricity network.
The Management Committee has further recommended that Erongo RED be granted permission to commence preparatory work at the proposed relocation site while the statutory processes relating to land allocation, planning approvals, subdivision, registration and transfer are being finalised.
The preparatory activities would include planning, surveying, geotechnical investigations, site establishment and civil works required to prepare the new substation site.
The report, however, makes it clear that such authorisation would not amount to a transfer of ownership or confer any permanent right of occupation over the land.
Erongo RED would undertake the preparatory work entirely at its own risk and expense until all legal and administrative requirements have been completed.
The committee also recommended that the Municipality’s Chief Executive Officer be authorised to conclude the necessary agreements and sign all documentation required to implement the Council’s decision should the proposal receive final approval.
The final allocation and transfer of the land will remain subject to the completion of all statutory planning, surveying and registration processes, as well as compliance with applicable legislation and municipal policies.
If approved by the Municipal Council, the relocation of the Mile 2 Substation is expected to support the timely implementation of the MR36 road upgrade while ensuring that Walvis Bay’s electricity infrastructure continues to operate efficiently during and after the construction process.
Council is expected to consider the Management Committee’s recommendations before a final decision is taken on the proposal.
