National Assembly Clarifies Security Arrangements for Speaker
The National Assembly has clarified the security arrangements surrounding Speaker Saara Kuugongelwa-Amadhila, following recent public claims concerning police officers assigned to her security detail.
In a statement issued on Thursday, 3 September 2026, the National Assembly said the officers are members of the Namibian Police Force (NAMPOL) and are not recruited or employed by either the Speaker or Parliament.
The institution explained that the command, deployment and operational control of the officers remain with NAMPOL in accordance with the Police Act of 1990.
Their deployment is determined by the competent police authorities based on security requirements.
The National Assembly also clarified that the officers’ salaries are paid through the police establishment and not from the National Assembly Vote.
However, where security personnel accompany the Speaker during official travel, the Assembly said any expenses it covers must be properly authorised and processed in accordance with the State Finance Act of 1991, applicable Treasury instructions and approved parliamentary travel procedures.
It stressed that the payment of such travel-related expenses does not create an employment relationship between the security officers and Parliament.
The clarification comes amid public discussion surrounding the Speaker’s security arrangements and the use of public resources.
The National Assembly said it remains committed to transparency, accountability and responsible use of public funds.
