The Electoral Commission of Namibia (ECN) has announced that Uniprint Global, a South African-based company, has been awarded the contract to produce and deliver ballot papers for the 2025 Regional Councils and Local Authorities elections scheduled for 26 November 2025.
According to the ECN, the contract is valued at N$4,899,530, covering the printing and air delivery of over 2.7 million ballot papers 1,817,100 for Regional Councils and 912,700 for Local Authorities. The printing will be carried out at Uniprint Global’s Johannesburg facility, with production set to begin on 22 October and finish by 31 October 2025. The ballot papers are expected to arrive in Namibia between 1 and 2 November 2025 via Hosea Kutako International Airport.
The tender process, conducted through an Open International Bidding (OIB) system, attracted twelve potential bidders seven local and five international companies. By the closing date of 28 July 2025, only four international companies had submitted proposals. Following evaluations, Uniprint Global emerged as the most competitive bidder. The total ECN budget for ballot paper printing was N$8.9 million.
To ensure transparency and credibility, the ECN emphasized that strict quality assurance measures are in place, including advanced printing security features and adherence to international standards to prevent electoral fraud.
In addition, the Commission stated that political party representatives and other stakeholders are welcome to observe the printing process, but unlike in previous elections, they will be required to cover their own travel, accommodation, and meal expenses.
“The Commission remains committed to transparency, integrity, and accountability throughout the electoral process,” the ECN said in its statement, reaffirming its promise to continue updating the public and stakeholders as preparations progress.
