ACC Nets Education Ministry Official in Recruitment Bribery Case

A human resources official based in Windhoek has been arrested following an investigation into alleged corruption linked to a government recruitment process.
The Anti-Corruption Commission (ACC) confirmed that Emiriha Mueshika Haikela, employed at the Ministry of Education, Innovation, Youth, Sports, Arts and Culture within the Khomas Regional Office, is facing charges of bribery under Sections 33 and 43(1) of the Anti-Corruption Act.
According to ACC interim spokesperson Marina Matundu, the suspect is accused of soliciting an amount of N$11,000 in exchange for influencing the recruitment of a candidate for the position of Chief Hostel Matron. It is further alleged that Haikela assisted the candidate by supplying interview questions and related materials to improve their chances of securing the post.
Investigations conducted by the ACC indicate that the candidate was eventually appointed to the position. Payments totalling N$10,000 were reportedly made to the accused in instalments, beginning with N$4,000 before the interview process. The remaining balance was allegedly settled in monthly payments after the candidate had secured employment.
The case has been remanded and is scheduled to return to court on 9 June 2026 as investigations and legal proceedings continue.
