Former NIPAM Employee Appears in Windhoek Magistrate’s Court Over Alleged Fraud Following ACC Arrest

Mr. Katoole Johannes Ipinge, former Marketing and Communication Manager at the Namibia Institute of Public Administration and Management (NIPAM), was arrested for allegedly diverting funds intended for NIPAM into his personal bank account. Investigations by the Anti-Corruption Commission (ACC) revealed that between 29 June and 11 December 2021, Ipinge instructed clients to deposit payments meant for the institute directly into his own account, resulting in a total of approximately N$175,200 being misappropriated.
Following the completion of the ACC investigation and a directive from the Prosecutor General, Ipinge was taken into custody on 5 March 2026 for allegedly contravening the Anti-Corruption Act, 2003, specifically provisions relating to using one’s office for personal gain.
Ipinge appeared in the Windhoek Magistrate’s Court on 6 March 2026, where he was granted bail of N$10,000. The matter has been postponed to 19 March 2026 and transferred to the Windhoek Regional Court for further proceedings.
