Hydrologist Technician and Businessman Arrested Over N$387,397 Fraud

Liam Mbako and businessman Godfried Uiseb were arrested this week for allegedly defrauding the Ministry of Agriculture, Fisheries, Water, and Land Reform of N$387,397.00.
Mbako, a Hydrologist Technician at the ministry, and Uiseb, who owns MacGodmen Trading CC, are accused of colluding to manipulate procurement procedures for their own benefit.
According to Anti-Corruption Commission interim spokesperson Marina Matundu, the arrests follow an investigation into irregularities involving the procurement of a Water Sampling Trailer. The ACC’s findings indicate that Mbako, who served on the Ministry’s Procurement Management Committee, approved and certified the delivery of the trailer despite it never being supplied.
This false certification reportedly paved the way for a payment of N$387,397.00 to Uiseb’s company on 26 April 2023. To date, the trailer has not been delivered and the ministry has not recovered the funds.
Both suspects appeared in the Windhoek Magistrate’s Court on Thursday, where they were granted bail of N$10,000 each. Their case has been adjourned to 26 January 2026 to allow them to secure legal representation, Matundu said.
