City of Windhoek Rejects Allegations Over Security Services Procurement
The City of Windhoek has dismissed allegations of corruption, favouritism and the victimisation of security personnel linked to its procurement of security services, describing the claims as false and misleading.
In a media statement issued on Wednesday, the municipality said recent social media posts had wrongly suggested that the conclusion of a temporary security services arrangement with Namibia Protection Services (Pty) Ltd (NPS) was tainted by procurement irregularities.
The City clarified that its professional relationship with NPS remains intact and confirmed that it currently has two valid contracts with the company, both of which remain in force and are unaffected by the matter circulating on social media.
According to the statement, the arrangement that recently ended was a temporary emergency procurement measure introduced to ensure uninterrupted security services after contracts with other service providers had expired.
The municipality said NPS had been informed from the outset that the arrangement was temporary and would end once interim procurement processes had been completed.
It added that the conclusion of the arrangement followed the applicable contractual and procurement procedures.
The City further stated that the procurement process was conducted in accordance with the Public Procurement Act and its regulations, rejecting allegations of corruption, bribery, favouritism, tender manipulation or any other procurement irregularities.
Addressing concerns about affected security personnel, the City said employment-related matters fall under the responsibility of NPS as the employer.
“The City does not interfere in the internal staffing, employment or human resources processes of its contracted service providers,” the statement said.
The municipality reaffirmed its commitment to transparency, accountability and good governance, while encouraging the public to avoid sharing unverified information that could damage reputations or create unnecessary concern.
The statement was issued by the Office of the Chief Executive Officer through the City’s Corporate Communications, Marketing and Public Participation Division.
