New Qualifications Policy to Enhance Quality and Accessibility of Education in Namibia
National Qualifications Framework Officer Elizabeth Sheya says Namibia’s new qualifications policy is designed to ensure that qualifications remain relevant, credible, and responsive to the needs of the country’s industries.
Speaking on the policy, Sheya said it provides a framework to strengthen the quality and recognition of qualifications while ensuring they meet both national development priorities and international standards.
She explained that the policy is guided by two key principles. The first, quality and currency, aims to ensure the credibility of the qualifications system through standardized quality assurance processes.
These include the specification of qualifications within the National Qualifications Framework and the accreditation of institutions, providers, and organizations offering education and training.
The second principle focuses on access and inclusion, ensuring that every learner has the opportunity to pursue qualifications they value, provided they meet the required entry requirements.
She said qualifications should be structured to accommodate learners from all socioeconomic backgrounds.
According to Sheya, the policy was approved last year and is expected to strengthen Namibia’s education and training system by promoting high-quality, accessible, and industry-relevant qualifications.
She added that the policy supports the government’s broader development agenda by contributing to education, innovation, youth development, arts and culture, and economic growth.
