Namibia and Rwanda Strengthen Correctional Cooperation with New MoU

The Namibia Correctional Service (NCS) has strengthened its cooperation with the Rwanda Correctional Service (RCS) following the signing of a new memorandum of understanding on Tuesday. NCS Commissioner-General Raphael Tuhafeni Hamunyela officially received his Rwandan counterpart, Commissioner-General Evariste Murenzi, during the engagement.

The agreement is accompanied by a detailed Action Plan and Terms of Reference for a Joint Technical Committee, which will serve as the roadmap for implementing collaborative programmes between the two institutions.

Speaking during the signing ceremony, Hamunyela underscored that the framework outlines clear responsibilities, timelines, and procedures to ensure smooth coordination and accountability as both organisations advance shared correctional objectives.

He further noted that no Rwandan citizens are currently held within Namibian correctional facilities—an indicator, he said, of the constructive partnership and mutual understanding between the two services.
