NCBN President, Ingashipola Lucas Resigns Amid Funding Controversy and Suspension Dispute

National Collaborative Board of Namibia (NCBN) president Ingashipola Lucas has resigned with immediate effect, citing unfair suspension procedures and unlawful deductions to his monthly allowance as the organisation faces growing scrutiny over a disputed international trip.

Lucas says his June suspension — triggered by allegations of financial mismanagement — was handled unjustly. The National Executive Council (NEC) had announced a 14-day investigation and a financial audit, with Lucas expected to defend himself. However, he claims the probe never happened and that he was neither recalled to duty nor given a chance to respond to the accusations.

Despite organisational policy entitling suspended officials to their full benefits, Lucas discovered that his N$6 000 monthly allowance had been cut to N$650 without explanation. Attempts to seek clarity from the finance head were ignored, he said.

Lucas’s suspension came as he and two other senior officials faced questions over N$105 000 allocated for a youth summit in Bangladesh. Each received N$35 000 for flights and accommodation for the event scheduled from 10–14 January 2025.

Concerns were raised when some NCBN members claimed the officials had been seen around Windhoek during those dates. The absence of photographic evidence from the summit deepened suspicion.

Lucas rejects all allegations, insisting the funds were used strictly for travel and accommodation and that he did attend the summit. He says he is now working with event organisers to obtain official confirmation of their participation.

Lucas maintains the actions against him were retaliatory and unlawful. He has already sought legal advice and plans to take civil action against the NCBN for breach of contract and unfair treatment.
