Peaceful Demonstration Planned as Newly Elected National Council Members Prepare for 12 December Swearing-In

Preparations are in full swing in Windhoek, where the National Council will officially inaugurate its newly elected Members on 12 December 2025, marking the beginning of the 7th National Council’s five-year term.

The new Members were selected on 5 December during Regional Council proceedings, with each of Namibia’s 14 regions nominating three representatives in line with Article 69 of the Constitution. These councillors became Members-designate immediately after their election, pending their oath-taking ceremony.

However, the selection process has not been without dispute. In the Kavango East Region, Rundu Rural Councilor, Paulus Nginga Mbangu, has publicly expressed dissatisfaction with the appointment. Social media posts reviewed by The Updated World indicate that a peaceful demonstration is planned for Friday in response to concerns raised by Mbangu and his supporters.

Secretary to the National Council, Adv. Tousy Namiseb, outlined the week’s programme, noting that Members-designate will arrive in Windhoek on 10 December. An orientation session on 11 December will brief them on constitutional roles, legislative duties, administrative procedures, and their entitlements. The official swearing-in will take place on 12 December and will be administered by a Supreme Court Justice appointed by the Chief Justice.
