PSL Opens Disciplinary Case Against Scottland FC Over Witbeen Stoffel

Scottland FC could face disciplinary action from the Zimbabwe Premier Soccer League (PSL) after the club was accused of fielding Namibian player Witbeen Stoffel while he was allegedly ineligible to play in the Chibuku Super Cup.

The matter relates to Scottland’s 3–1 victory over FC Platinum in the Chibuku Super Cup Round of 16 at Rufaro Stadium on 14 August 2026.

The PSL has now formally instituted disciplinary proceedings against Scottland, alleging that the club contravened Article 8.4, read together with Article 4.1, of the Chibuku Super Cup Rules and Regulations.

Scottland has been given until today, Friday, 2 October 2026, to submit its written plea, submissions or defence outline to the PSL.

What happened in the match?

Scottland progressed from the first round after beating FC Platinum 3–1. Moses Shidolo opened the scoring in the eighth minute before Mthokozisi Msebe doubled the advantage in the 39th minute.

Khama Billiat added Scottland’s third goal in the 52nd minute, while Mason Mushore pulled one back for FC Platinum shortly afterwards.

The dispute centres on Stoffel’s participation in the match and questions surrounding his registration and eligibility.

According to reports, Scottland had already registered five players during the mid-season window before Stoffel was introduced as a late substitute, potentially taking the club beyond the permitted number of mid-season registrations.

The PSL has also referred a separate matter involving Stoffel to the Zimbabwe Football Association (ZIFA) for determination under the applicable regulations. That case concerns his participation in a ZIFA Munhumutapa Cup fixture.

For now, no disciplinary outcome has been announced. Scottland’s response to the PSL will form part of the process before any determination is made.
