Ninth Suspect Denied Bail in Expanding NAMCOR-Enercon Corruption Case

The ongoing investigation into the NAMCOR-Enercon corruption scandal deepened today as Leo Nandago, the ninth accused, was denied bail at the Windhoek Magistrate’s Court.

Nandago is a shareholder in Erongo Petroleum CC, a company led by Austin Elindi, son of Peter Elindi, who is also currently in custody facing related charges. The State alleges that between August 1, 2022, and May 4, 2023, Nandago received fuel valued at approximately N$228 million in Windhoek. Prosecutors contend that this fuel was obtained through a racketeering scheme linked to the NAMCOR-Enercon matter.

The funds from this fuel are said to have been used to support the operations of both Erongo Petroleum CC and another company, Quality Supplies CC, raising questions about the business activities underpinning the scandal.

Nandago now becomes the ninth individual charged in connection with the ongoing investigation. Among those previously arrested are:

  • Immanuel Mulunga – Former Managing Director of NAMCOR
  • Cornelius ‘Cedric’ Willemse – Former Head of Supply and Distribution at NAMCOR
  • Jennifer Hamukwaya – Former Chief Financial Officer at NAMCOR
  • Olivia Dunaiski – Former Territory Manager responsible for Commercial Downstream Sales and Marketing at NAMCOR
  • Davis Maphosa – Former Retail Manager at NAMCOR
  • Peter Elindi – Owner of Enercon Namibia
  • Malakia Elindi – Co-owner of Enercon Namibia
  • James Auala – Former Managing Director of August 26 Holdings, a military business arm

The case continues to expose alleged corruption and misuse of fuel supplies within state-linked enterprises and private sector partnerships. Nandago is expected to appear again in court on Monday next week for further proceedings as the investigation unfolds.
