Former school administrator remanded in custody over alleged rape of seven minors
A 42-year-old Omuthiya man accused of raping seven minors has been remanded in custody after making his first appearance in the Omuthiya Magistrate’s Court on Monday.
Frans Johannes, a former school administrator at a private school in Omuthiya, faces seven counts of rape involving children aged between 5 and 10.
The alleged incidents reportedly took place at the school hostel where his wife works as a matron.
The court denied him bail after the State objected, and the matter was postponed to 12 October to allow for further police investigations.
According to Oshikoto Police Regional Commander Commissioner Ndafudha Iifo, the cases were reported by the children’s parents last Saturday at the Omuthiya Police Station.
Police investigations indicate that the alleged offences occurred on different occasions between 2025 and 2026. Meanwhile, concerns have emerged over the status of the school where the alleged incidents took place.
Oshikoto Education Director Hilma Nuunyango confirmed that the institution is not registered with the Ministry of Education and does not appear on the ministry’s database.
Nuunyango said the school has allegedly been operating illegally since 2022, with an enrolment of 71 learners and a staff complement of five teachers.
The accused remains in custody as investigations continue.
