NCS Clarifies Recruitment of Daughter of Lieutenant-General Joseph S. Shikongo

The Namibian Correctional Service (NCS) has moved to clarify allegations circulating on social media regarding the recruitment of Leefa Shikongo, the daughter of Lieutenant-General Joseph S. Shikongo. Online claims suggested that she was employed despite allegedly holding only a Grade 9 qualification.
According to the NCS, Shikongo applied for a hairdressing position during the recruitment campaign that was announced on 23 October 2024 and concluded on 23 January 2025. The service explained that the post required applicants to either possess a TVET Diploma as a trainer or have a minimum of three years’ proven experience in hairdressing.
The NCS stated that Shikongo met the set criteria through her practical expertise and industry knowledge. She reportedly achieved an overall score of 84 percent during a written assessment conducted on 8 May 2025, followed by a practical evaluation held at the Windhoek Female Correctional Facility on 14 May 2025.
In addition, the service noted that she holds a Healthcare Giver Certificate from D’Expert Health Care Close Corporation, which it said adds value to correctional operations, particularly in dealing with inmates facing mental health challenges.
Following the successful completion of a three-month Basic Orientation Training programme at the Rietfontein Training Centre on 11 December 2025, Shikongo was formally appointed as a Correctional Officer I, Grade 12, and deployed to the Windhoek Correctional Facility.
